How to get Free Vehicles in Cyberpunk 2077 Phantom Liberty

Night City doesn’t exactly scream “generosity,” but turns out the fixers, nomads, and even Johnny’s ghost are willing to hook you up with some seriously good rides. No eddies required. I’m talking spy cars with machine guns, the fastest hypercar in the game sitting in a literal Batcave, and a Porsche that comes with more baggage than your last relationship.

If you’re tired of dropping 100k+ on rides or you just want the satisfaction of earning something cool through gameplay instead of grinding gigs for eddies, this is where you need to be. I’ve got the base Cyberpunk 2077 classics and the Phantom Liberty cars covered  the process, the prerequisites, the locations, and the occasional “wait, that’s really how you get it?” moment.

Free Vehicles in Phantom Liberty

Phantom Liberty brought Dogtown into the mix, and with it came Mr. Hands  a fixer who rewards loyalty with some genuinely excellent vehicles. The expansion added four main free cars, and honestly, they fit the espionage vibe perfectly. You’ve got sleek spy machines, combat-ready rides with mounted weapons, and one basic Dogtown crawler that Mr. Hands practically throws at you the second you step into his territory.

Sport R-7 “Sterling”

Sport R-7 Sterling, a gray spy car from Phantom Liberty, parked in the Badlands.
The Sport R-7 “Sterling,” a spy car with shark-like styling that’s your reward for being Mr. Hands’ most reliable merc in Dogtown.

The Sterling is probably the crown jewel of Phantom Liberty’s free vehicles. Gray, shark-like styling, handles like a dream, and feels like something James Bond would drive if he existed in 2077. This car is a direct reference to the spy thriller genre and the show Archer, featuring sleek lines and excellent handling with a top speed of 158 mph. It’s the kind of car that makes you want to take the long route through Dogtown just to feel how it grips the corners.

How to Get the Sterling:

  1. Complete all 10 gigs for Mr. Hands in Dogtown (not some of them  all 10)
  2. Wait for Mr. Hands to contact you after finishing the final gig
  3. Accept his invitation to the Heavy Hearts Club for the “Hi Ho Silver Lining” quest
  4. Complete the quest and the Sterling will be parked outside the club as your reward
  5. Claim the car and it’s added to your vehicle roster permanently

Herrera Outlaw “Weiler” (My Favorite One)

Herrera Outlaw Weiler, a free weaponized spy car, in Cyberpunk 2077.
The Herrera “Weiler,” a sleek, weaponized spy car earned by completing vehicle contracts for El Capitan.

The Weiler is kinda the combat version of the Sterling  a sleek black ride with a BMW-like front grille, machine guns mounted on the front, and some of the best handling in the entire game. This thing comes with unbreakable tires and armor plating, making it perfect for those moments when stealth isn’t on the agenda. CD Projekt clearly designed this as a true spy car with defensive features that actually matter in combat situations.

How to Get the Weiler:

  1. Progress through Phantom Liberty until you unlock Vehicle Contracts (available after completing “Spider and the Fly” main quest)
  2. Complete 6 Vehicle Contract missions for El Capitan (these appear as blue steering wheel icons on your map)
  3. After the 6th contract, El Capitan will contact you with the “Baby Let Me Take You” side mission
  4. Complete the truck heist mission (this counts as your 7th contract)
  5. The Herrera Outlaw “Weiler” is awarded to you for free after completing the heist

Makigai Tanishi T400

Makigai Tanishi T400, a free vehicle given by Mr. Hands in Dogtown.
Mr. Hands’ welcome gift to Dogtown, the Makigai Tanishi T400. It’s not fast, but it’s free.

Let’s be real  the Tanishi T400 isn’t winning any beauty contests or speed records. Mr. Hands gives it to you automatically when you first enter Dogtown, basically as a “here, you’ll need something to navigate the vertical terrain” gesture. It’s got a top speed of 95 mph, making it the slowest vehicle on this list, but it handles Dogtown’s weird architectural layout well enough. You’ll probably replace it the second you get something better, but hey, it’s free and it’s there when you need it 😊.

How to Get the Tanishi T400:

  1. Progress through Phantom Liberty’s main story
  2. Enter Dogtown for the first time during the main questline
  3. Mr. Hands will automatically provide you with the Tanishi T400
  4. The vehicle is added to your garage with no additional steps required

Of course. My initial description was based on the first encounter with the car during the espionage quest, but the “Moving Heat” side job is how you actually add it to your garage for good. My mistake. It’s a much more involved and interesting process than just getting a quest reward.

The Quadra Sport R-7 “Charon”

Quadra Sport R-7 Charon, a free muscle car from Phantom Liberty.
Steal this high-tech muscle car, the Quadra “Charon,” during the “Moving Heat” side job.

The “French spy car” everyone asks about. You first see this beauty during the “I’ve Seen That Face Before” quest, the one with the French netrunner twins, Aymeric and Aurore. You even get to drive it… by hacking it from the trunk. It’s a wild sequence, but when it’s over, the car is gone. Or is it? What if I told you that you can go back and properly steal it later? That’s where the “Moving Heat” side job comes in, and it’s less of a gift and more of a fun little heist you pull off with the help of a mysterious netrunner.

Here’s the step-by-step for adding this iconic ride to your garage:

  1. Wait for the Mysterious Text. After you’ve progressed far enough past the “Firestarter” main quest in Phantom Liberty, you’ll get a text from an unknown netrunner named Ashlay. She knows you’re interested in the Cassel twins’ car. How you reply here matters. Play nice, indulge her request, and don’t be a gonk. Agree to her offer to start the mission.
  2. Infiltrate the Stadium Garage. Ashlay will send you coordinates to the EBM Petrochem Stadium. Head to the dataterminal, find the elevator, and she’ll start guiding you via text. She’s your eye in the sky, unlocking the elevator to get you down to the garage level.
  3. Stealth is Not Optional. Now, this part is critical: you have to do this quietly. Ashlay is hacking the cameras for you, but she makes it very clear that if you go in guns blazing and raise the alarm, she’ll get pissed, ditch you, and alert every Barghest soldier in the area. Trust me, you don’t want that. A silenced pistol and some sneaky takedowns are your best friends here.
  4. Hitch a Ride on the Trojan Truck. Once the first area is clear, a garage door will open, and a truck will pull in. That’s your ride. Don’t engage the guards. Sneak up behind the truck and climb into the back. Just stay low, stay crouched, and let the truck chauffeur you deeper into the restricted zone without anyone knowing you’re there.
  5. Claim Your Prize. The truck will eventually park right opposite the gorgeous Quadra “Charon.” Now’s your chance. Hop out, get in the driver’s seat, and enjoy Johnny Silverhand’s approval from the passenger seat. Ashlay will text you one last time, telling you to wipe the car’s onboard computer. Do that, and the car is officially yours.
  6. The Slow Escape. Don’t get cocky on the way out. You need to drive out of the garage, and you’ll be stopped at a security checkpoint. Just wait patiently. The Barghest soldier will scan the car, get a bugged reading, and wave you through. Follow the path out to the surface of Dogtown, and the mission is complete.

And as a final cool touch, when you hit high speeds, the car projects a holographic flame decal on the hood. A free, high-tech muscle car with a great heist story attached. You really can’t beat that.

Free Vehicles from the Base Game

The base game has some absolute classics that are still worth hunting down, even if you’ve been playing since launch. These aren’t just throwaway vehicles  they’re tied to memorable quests, hidden locations, and choices that actually matter.

Rayfield Caliburn “Murkmobile” – The Batmobile

Rayfield Caliburn Murkmobile, the free black Batmobile and fastest car.
Find the game’s fastest car, the Batmobile-inspired Rayfield “Murkmobile,” hidden in a Badlands cave.

This is the big one. The Rayfield Caliburn “Murkmobile” is the fastest car in Cyberpunk 2077, and it’s sitting in a cave in the Badlands like some kind of vehicular holy grail. The whole thing is a massive Batman reference  complete with the cave location resembling the Batcave, the Murk Man lore scattered around (parents murdered, just like Batman’s origin), and the jet-black paint job that screams “I am the night” without saying a word. Inside the container, you’ll find special grenades and armor designed by “Mister Ice” (a Morgan Freeman reference, naturally). Top speed is over 200 mph, making it absurdly fast. The handling takes some getting used to because you’re basically piloting a missile with wheels, but once you adjust, nothing else in the game compares.

How to Get the Murkmobile:

  1. Complete the “Ghost Town” quest with Panam Palmer (helping or refusing her both work)
  2. Reach Street Cred level 40 (soft cap is 35, but 40 is the safe threshold)
  3. Leave the Badlands completely and return to Night City
  4. Use the time skip feature and wait 48-72 in-game hours (not real time)
  5. Return to the cave south of the Aldecaldo camp (same tunnels where Nash’s hideout was)
  6. Look for a blue shipping container inside the cave
  7. Open the container to find the black Caliburn along with Murk Man-themed gear

Common Issues:

  • Container empty or car not spawning: Ensure Street Cred is 40+ and wait a full 48+ hours in-game
  • Still missing: Try leaving the area completely and waiting an additional in-game day

Interesting Facts:

  • This is a direct Batman reference with cave location and Murk Man lore
  • The exterior color is locked to black and can’t be changed via CrystalCoat (attempting triggers a BIOS error notification)
  • It’s the fastest car in the entire game
  • Contains special gear and lore shards about Murk Man’s murdered parents

Archer Quartz “Bandit” – Rogue’s Reward

Archer Quartz Bandit, an orange sports car given as Rogue's reward in the game.
The Archer “Bandit,” a free car from Rogue for showing professionalism during the “Ghost Town” quest.

The Bandit is an orange sports car with solid performance, and it’s Rogue’s way of rewarding you for showing good judgment. This is one of those choices where the game doesn’t tell you there’s a reward attached  you just make a decision based on what feels right in the moment, and later Rogue texts you like “hey, you showed professionalism, here’s a car.”

How to Get the Bandit for Free:

  1. Progress through the main story until you reach the “Ghost Town” mission with Panam Palmer
  2. During the mission, you’ll eventually confront Nash
  3. When Panam wants to kill Nash, choose to refuse helping her (select the dialogue option that shows professionalism over revenge)
  4. Complete the rest of the mission normally
  5. Wait for Rogue to text you later (should happen within a few in-game hours)
  6. The Archer Quartz “Bandit” will be added to your vehicle roster as a gift from Rogue

Alternative: If you help Panam kill Nash, the Bandit becomes available for purchase from Dakota Smith later for 69,000 eddies. So it’s not lost forever, but you miss out on the free version.

Johnny Silverhand’s Porsche 911 II (930) Turbo

Johnny Silverhand's Porsche 911 II 930 Turbo parked in the desert.
Claim Johnny Silverhand’s iconic Porsche 911 Turbo from the “Chippin’ In” quest.

Johnny’s Porsche 911 II (930) Turbo is probably the most iconic vehicle in the game. It’s the only licensed real-world vehicle in Cyberpunk 2077, complete with the Samurai band logo painted on the back and that vintage ’70s/’80s aesthetic that just screams “rockerboy legend.” Performance-wise, it’s not the fastest car (that honor goes to the Caliburn), but it handles well and it’s dripping with style. The interior is detailed, the engine sound is satisfying, and driving it while Johnny is riding shotgun in your head making sarcastic comments about the state of Night City is genuinely one of the better narrative moments in the game.

How to Get Johnny’s Porsche:

  1. Complete the “Tapeworm” main story quest (this unlocks “Chippin’ In”)
  2. Start the “Chippin’ In” side quest and track down Jeremiah Grayson at the Ebunike docks
  3. Confront Grayson on the ship
  4. When Grayson offers a deal, choose to spare him by putting your weapon away (selecting “[Put weapon away] Got lucky today”)
  5. Grayson will give you a keycard and waypoint to Johnny’s shipping container
  6. Head to the nearby crane and use it to lower the shipping container
  7. Open the container with the access card to find Johnny’s Porsche inside
  8. Claim the vehicle

Alternative Consequence: If you kill Grayson instead, you can loot the keycard off his body and still access the car. Either choice works, but sparing him feels more in line with the character moment.

After you've spent a few hours cruising through Night City in Johnny's ride and you're itching for another playthrough to make different choices, you might want to check out my guide on how to start a new game plus in Cyberpunk 2077 to carry over your progress.

New game plus in Cyberpunk 2077

Type-66 “Hoon”

Type-66 Hoon, a free weaponized car and tribute to Ken Block.
The weaponized Type-66 “Hoon,” a tribute to Ken Block, is hidden in a Northside warehouse.

The Type-66 “Hoon” is CD Projekt’s tribute to rally driver Ken Block, who passed away in January 2023. The car itself is a weaponized beast with dual front-mounted machine guns and handling designed for off-road conditions and high-speed drifting. It’s exactly the kind of vehicle Ken Block would’ve appreciated  built for speed, style, and a little bit of chaos. The Hoon is genuinely fun to drive, especially if you’re the type who likes ramming through barriers and causing mayhem. The machine guns aren’t the most powerful weapons in the game, but they’re satisfying to use when you’re tired of getting out of your car to deal with random gangers.

How to Get the Type-66 “Hoon”:

  1. Travel to the Watson Northside district (use Longshore North fast travel point for quick access)
  2. Head north to the warehouse area
  3. Look for the second warehouse on your left (furthest from the road)
  4. Enter the warehouse  the quest “I’m in Love With My Car” will trigger automatically
  5. Find the Type-66 “Hoon” inside (about halfway into the warehouse)
  6. Locate the car keys hidden under debris near the vehicle
  7. Pick up the keys and enter the car to claim it

Interesting Facts:

  • This is a direct tribute to rally driver Ken Block
  • Comes equipped with dual front-mounted machine guns
  • Excellent for off-road driving and high-speed conditions
  • One of the first weaponized vehicles you can access in the game

Of course. Let’s break it down with clear, step-by-step instructions while keeping the personal blog feel. Here is the revised section.

Thorton Colby CX410 “Gran Butte”

Thorton Colby CX410 Gran Butte, a free rugged car found in the Badlands.
This sturdy Thorton “Gran Butte” is a freebie from the “Dressed to Kill” quest at a desert movie set.

This one feels like a true ‘stumbled-upon-it’ secret out in the desert. It’s a sturdy car, great for kicking up dust, and it comes from a quest most people probably drive right past.

  1. Head Out to the Badlands: Go to the eastern side, a bit south of the Medeski Fuel Station.
  2. Find the Movie Set: You can’t miss it. It looks like a classic western town plopped down in the middle of nowhere.
  3. Trigger the Quest: As you approach the set, the side quest “Dressed to Kill” will automatically start.
  4. Grab the Keys: It’s a very short mission. Just follow the objective, and the Thornton Colby is yours to claim. Easy as that.

The Apollo “Scorpion”

The Apollo Scorpion motorcycle, a custom nomad bike gifted by Panam Palmer.
Scorpion’s custom Apollo, a true nomad bike gifted to you by Panam as a reminder of your bond with the Aldecaldos.

It’s a custom-modded Brennan Apollo with a story etched into its frame, and it’s a true nomad machine. You can tell it’s been stripped down for pure performance; they ditched the luggage mounts and even the front fender to shed weight. That short, blue-tinted visor and the custom Aldecaldo decals make it unmistakable.

Here’s how to make sure you get it:

  1. Start Panam’s Questline: This is essential. You need to get involved with the Aldecaldos’ story arc, starting with the mission “Riders on the Storm.”
  2. Progress to “Life During Wartime”: Keep following her quests. During “Life During Wartime,” you’ll help Panam track down Hellman. This is the pivotal mission.
  3. Complete the Mission: See the events of the quest through to the end. I won’t spoil the details, but it’s an intense ride that directly leads to the bike becoming available.
  4. Receive the Gift: After the mission concludes, Panam will gift you Scorpion’s bike. It’s her way of honoring his memory and thanking you. It will then be added to your list of summonable vehicles, a permanent reminder of your connection to the clan.

New Vehicles from Update 2.3

Update 2.3 brought some new rides into the mix, though not all of them are technically “free” in the traditional sense. They require completing specific quest chains and meeting certain purchase thresholds, but once you’ve done the groundwork, they become accessible without massive eddy investments.

Yaiba ASM-R250 Muramasa

Yaiba ASM-R250 Muramasa, a sleek motorcycle from Update 2.3.
Earn the legendary Yaiba Semimaru drift car by completing the “Motorbreath” street racing quest in the Badlands.

This motorcycle is locked behind a series of requirements that prove you’re a serious vehicle collector. It’s a sleek street bike with solid performance and that futuristic Yaiba styling.

How to Get the Muramasa:

  1. Purchase at least 1 Yaiba vehicle from Autofixer
  2. Buy at least 3 total vehicles from Autofixer (any manufacturers)
  3. Complete the “You Pay With Fire” quest
  4. Wait for a VIP invitation from Yaiba Muramasa to appear
  5. Place your custom order (95 000 eddies) through the invitation system
  6. Redeem the motorcycle at Corpo Plaza docks

Yaiba ARV-Q340 Semimaru

Yaiba ARV-Q340 Semimaru, a red drift car, in the Cyberpunk 2077 Badlands.
The sleek Yaiba Muramasa motorcycle, a special reward for dedicated vehicle collectors.

Ultra-rare, custom-built drift car from Yaiba that you won’t find in any showroom. This specific car has a serious edgerunner history tied to a reclusive street racer named Mint. It was her personal project, a machine built in a back-alley garage and tuned in the Badlands with one purpose: to master the art of the drift.

It’s a legend on the street racing scene, and now you can make it yours.

How to Get the Semimaru:

  • This car is the final reward for completing the new side quest “Motorbreath,” which was added in Update 2.3.
  • To start this quest, you’ll need to head to the long, winding road in the southeastern Badlands where you’ll find a street race about to begin.
  • Complete the quest chain, and this legendary drift machine will be added to your garage, a piece of Night City racing history that you earned on the asphalt.

Most Expensive Cars in Phantom Liberty & Base Game

If you’re curious about the other end of the spectrum  the cars that’ll drain your bank account dry  here’s what you’re looking at:

VehiclePriceDescription
Militech Hellhound€$160,000Six-wheeled armored tank with machine guns and rocket launchers. The most expensive vehicle in Phantom Liberty. Basically a mobile war crime.
Rayfield Aerondight S9 “Guinevere”€$155,000Luxury hypercar representing the pinnacle of Rayfield engineering. Direct reference to the Witcher series (Arthurian legend connection). Features CrystalDome windshield.
Rayfield Caliburn (White Version)€$135,000Purchasable white version from AutoFixer. Same performance as the free black Murkmobile, just different color.
Chevillon Legatus 450 AquilaVariableAvailable from Autofixer after meeting specific conditions. High-end luxury vehicle.

The Militech Hellhound is overkill for 90% of situations, but if you want to roll through Dogtown like a one-person military convoy, it’s there. The Aerondight is dripping with Rayfield’s signature elegance  speed, handling, and that feeling of corpo royalty. And the white Caliburn… honestly, why would you buy it when the black Murkmobile is sitting in that cave for free? Unless you really want the white version for screenshot purposes (which, fair), save your eddies and grab the free one first.

Can You Unlock Cars Using Console Commands?

On PC, yeah, you can bypass the whole quest grind if you’re willing to install a mod called Cyber Engine Tweaks. Once you’ve got it running, you open the console with the tilde key (~) and enter commands to unlock vehicles directly. This method is mainly for PC users  console versions don’t support direct cheat console commands.

Key Commands for Unlocking Cars:

  1. Open console with tilde key (~)
  2. Enable the vehicle system: vs = Game.GetVehicleSystem()
  3. Unlock all vehicles at once: vs:EnableAllPlayerVehicles()
  4. Unlock a specific vehicle: Game.GetVehicleSystem():EnablePlayerVehicle(“Vehicle.<vehicle_string>”, true, false)

Example Vehicle Strings:

Porsche 911 Turbo:

"Vehicle.v_sport2_porsche_911turbo_player"

Rayfield Caliburn (Black):

"Vehicle.v_sport1_rayfield_caliburn_player"

Quadra Type-66 “Hoon”:

"Vehicle.v_sport2_quadra_type66_nomad_tribute"

Archer Quartz “Bandit”:

"Vehicle.v_standard2_archer_bandit_player"

Yaiba Kusanagi CT-3X:

"Vehicle.v_sportbike1_yaiba_kusanagi_player"

The cars just appear in your garage with no notification, so you have to manually check to see if it worked. It's kinda janky, but it gets the job done if you're on a second or third playthrough and don't want to repeat the same quest chains. If you're experimenting with console commands and want to explore other gameplay tweaks, my console commands guide for Cyberpunk 2077 covers the full range of what's possible with Cyber Engine Tweaks.

Are Free Vehicles Worth the Hunt?

Look, half of these cars are genuinely excellent  the Murkmobile is the fastest thing in the game, the Sterling and Weiler are perfect for Dogtown’s espionage aesthetic, and Johnny’s Porsche is Johnny’s Porsche. You’re not just collecting vehicles; you’re collecting pieces of Night City’s identity. The other half (looking at you, Tanishi T400) are serviceable but forgettable. But the real value here is that these cars tie into actual storylines.

The Murkmobile has that whole Batman tribute thing with the cave and the Murk Man lore. Johnny’s Porsche comes with emotional weight because it’s his car, and you’re driving around in a piece of his past. The Phantom Liberty spy cars fit the expansion’s theme perfectly. They’re rewards that feel earned, not just random loot drops.

Grabbing these free rides is a huge win, but let's be real—the vanilla driving can still feel like you're steering a boat on ice, and the complete lack of customization is a crime. If you want to finally fix the handling, add a working mod shop to tune your new collection, or even install flying cars, I've put together a complete guide to the best Cyberpunk 2077 car and vehicle mods that every driver needs.

    More Questions Answered

How do you get offers to buy cars from fixers?

Car offers depend on Street Cred level and completing gigs for fixers. The more Street Cred you accumulate, the more vehicles become available for purchase. Some vehicles unlock just by visiting specific districts or hanging around certain areas  the game recognizes you’ve explored that territory and opens up new options. Visit fixers’ districts, knock out their gigs, and wait for messages to roll in. Sometimes there’s a delay after finishing gigs before new car offers start appearing, so don’t panic if your phone isn’t blowing up immediately. Just give it an in-game day or two and the offers will show up.

Why can’t I buy certain cars even with maximum Street Cred?

Because Street Cred isn’t the only gate keeping you from vehicles. Some cars require completing specific missions, vehicle contracts, or storyline content  not just hitting Street Cred 50 and throwing money at fixers. For example, the Herrera Outlaw “Weiler” needs you to finish El Capitan’s Vehicle Contract missions. Other cars are locked behind Phantom Liberty content, so if you haven’t bought the DLC, you’re not getting those rides no matter how much Street Cred you’ve got. It can also be a bug (because this is Cyberpunk, bugs happen), but usually it’s just a case of needing to complete the right quest first.

What’s the best first car to buy in a new playthrough?

This comes down to playstyle, but popular choices include the Type-66 Avenger for raw power and aggressive driving, or Jackie’s Arch motorcycle (the ARCH Nazaré) for maneuverability and speed. A lot of players aim to unlock the Rayfield Caliburn as quickly as possible because it’s the fastest car in the game and handles incredibly well once you get used to it. Personally? I usually grab something cheap early on and then beeline for the free Murkmobile once I hit Street Cred 40. Why waste eddies when you can get the best car for free 🤔? But if you’re swimming in cash and want something immediately, the Avenger or Jackie’s bike are solid picks

Can you store stolen cars permanently in your garage?

Nope. Stolen vehicles cannot be permanently stored or summoned later. You can drive them around until you ditch them or they get destroyed, but they won’t appear in your garage no matter how much you want that random Militech truck you jacked. Only purchased vehicles or quest-reward cars show up in your vehicle roster. It’s annoying, yeah, but that’s how the system works. If you want to keep a car, you either buy it or earn it through gameplay.

What vehicles do players actually use most often?

From what I’ve seen in the community, Jackie’s Arch motorcycle gets a ton of use because the handling is tight and it’s perfect for weaving through Night City traffic. The Caliburn (especially the free Murkmobile version) is a favorite for players who prioritize speed and style. The Type-66 variants are popular for combat-focused players who want something aggressive. Some people customize their vehicles heavily to match their playstyle, slapping different paint jobs on them, tuning performance, that kind of thing. Honestly, it varies. I keep coming back to the Murkmobile for screenshots because that jet-black finish against Night City’s neon just hits different at night 😊.

How long does it take for new car offers to appear after completing gigs?

There’s usually a delay  sometimes a few in-game hours, sometimes a full day. Complete the gigs, leave the area, do some other missions, and check back later. The game doesn’t always immediately register that you’ve finished everything a fixer needs. If you’re waiting on a specific car offer and it’s not showing up, try fast-traveling to a different district, advancing time by 24 hours, then returning to the fixer’s territory. That usually triggers the system to update and send you new purchase options.

Do you need to visit fixers in person to get car offers?

No, fixers will text you directly once vehicles become available. You don’t need to physically visit them. The offers come through your phone messages, and you can buy vehicles remotely through the in-game menus without ever meeting the fixer face-to-face. The only time you might want to visit a fixer’s area is to trigger district-specific unlocks or if you’re trying to kickstart offers that seem delayed.
